The Faro Convention emphasizes the important aspects of heritage in relation to human rights and democracy. It was adopted by the Committee of Ministers of the Council of Europe on 13 October 2005 and opened to Member States for signature on 27 October of the same year in Faro (Portugal). It entered into force on June 1, 2011. To date (Nov 2022), 20 member states of the Council of Europe have ratified the convention and 7 have signed it. The treaty is important because of the meanings and customs people attach to heritage and the values ​​they represent. The "Framework Agreement" does not create any specific action obligations. Each State Party may decide on the most appropriate way to implement the Convention in accordance with its legal or institutional frameworks, practices and specific experience.
