The project Fiets&Stal was initiated by Stroom in the year 2000 when 12 artists and designers from The Netherlands and abroad were invited to design guard houses for bicycle shelters in The Hague. The project was inspired by the guard house that Frank Halmans designed for a bicycle shelter in the city center in 1998.
