As part of the Upcycling program, Stroom launched the Dutch branch of the e-flux Time/Bank (an initiative by artists Anton Vidokle and Julieta Aranda) in May 2011. In 2012, the network steadily grew, involving an increasing number of individuals and institutions who accept Hour Notes as a means of payment and/or actively distribute them. Over the past years, Time/Bank has been run by a committed team with significant autonomy to develop their own projects and ideas. Time/Bank has also gained recognition in the business world as an alternative economic platform, established and organized from within the arts, but with a clear impact beyond the art field itself.
At the end of 2012, Time/Bank was evaluated, and it was decided to make the organization independent. In 2013, Stroom withdrew both content-wise and organizationally from the Time/Bank project. At the beginning of 2013, Stroom advised Timebank.cc to establish itself as an autonomous association. Stroom continues to facilitate a service desk in its own building at Hogewal in The Hague.

Time/Bank Stroom The Hague will sell artworks in exchange for Hour Notes in the Time/Gallery. Prices are based on the time required to produce the work. There are 4 price categories: 30 minutes, 4 hours, 8 hours, and 24 hours. The artist receives the full amount paid in Hour Notes.
