In the spring of 1994, French artists were presented in 20 Dutch museums and art institutions. Ange Leccia presented a video installation at Stroom that he had made especially for The Hague, inspired by the construction site at the Spui. He feigned a screen above the Dr. Anton Philipszaal (auditorium) on which he projected images of the sea. The surf was filmed from above. White capped waves washed up onto the beach and retreated. When the projection was rotated by a quarter turn, it seemed as if the waves moved vertically and towered like an enormous fountain above the Philipszaal.
