In 2003 betrok het Openbaar Ministerie een voormalig belastingkantoor in Arnhem. Volgens de percentageregeling heeft een nieuwe bewoner van een rijksgebouw recht op de aankoop van kunst voor het pand. De kunstcommissie van het Paleis van Justitie heeft samen met Kie Ellens, kunstadviseur van de rijksbouwmeester, gekozen voor een werk  van Sam Durant bestaande uit 3 lichtbakken met teksten.

Voor deze gids is een gebouw een ruïne wanneer het geen ramen heeft of deze open zijn, of wanneer er gaten vallen in de muren of het dak. Het gebouw staat op dat moment bloot aan de weersomstandigheden. Omdat de leegstaande gebouwen hun functie hebben verloren, zijn het oningevulde ruimtes die openstaan  voor andere mogelijkheden.
